At present, Cambodia has not yet introduced specific laws and regulations for electric bicycles, but the government has released the "Development Policy for Electric Vehicles (2024-2030)", which provides a policy framework for the development of electric vehicles (including electric bicycles). The following are the main contents of the policy and its impact on electric bicycles:

1、 Policy objectives

The Cambodian government plans to implement new policies to develop and establish an electric vehicle ecosystem in stages, including attracting investment to establish electric vehicle assembly plants, component manufacturing plants, and a network of electric vehicle charging stations in Cambodia. The government plans to increase the number of electric vehicles to 30000 by 2030, including 25000 for household use and 5000 for commercial use; The number of electric motorcycles and electric scooters will also increase to 720000 and 20000 respectively.

To support the implementation of the new policy, the Cambodian government will establish incentive mechanisms to increase sales of electric vehicles, including:

  2. Encourage the establishment of electric vehicle charging stations: improve the convenience of using electric vehicles.
  3. Encourage banks and financial institutions to provide car loans to electric vehicle owners: lower the threshold for purchasing cars.
  4. Research on adjusting import energy storage systems, household charging, and instrument replacement taxes: further reducing the cost of electric vehicle usage.
  5. Encourage logistics and passenger transport operators to use electric trucks and buses: promote the application of electric vehicles in the commercial sector.

3、 Government Procurement and Demonstration Leadership

The central and local governments plan to allocate budgets to purchase electric vehicles, set an example for the public, and promote the popularization of electric vehicles.

4、 Clear responsibilities and supervision mechanism

The new policy clarifies the responsibilities of various departments, institutions, and stakeholders, sets clear and practical timelines for implementation plans, and establishes follow-up and supervision mechanisms for implementation results and problem-solving to ensure the effective implementation of the policy.

5、 The impact on electric bicycles

Although the new policy does not directly establish specific regulations for electric bicycles, as a type of electric vehicle, electric bicycles will benefit from the overall development environment and incentive mechanism provided by the policy. For example, electric bicycle owners may enjoy more convenient charging facilities, more favorable car loans, and lower purchase and usage costs.
