1、 Driver's license requirements

  • According to the 2024 version of Vietnam's Road Traffic Safety Order Law, starting from 2025, driving specific types of electric motorcycles will require holding a corresponding driver's license. The specific regulations are as follows:

    • Two wheeled electric motorcycles with an electric motor capacity not exceeding 11kW require an A1 or B1 driver's license.
    • Two wheeled electric motorcycles with an electric motor capacity exceeding 11 kW, as well as all electric motorcycles that meet the above conditions, require an A-level driver's license.
    • There are corresponding regulations for the use of driving licenses issued before the implementation of the Road Traffic Safety and Order Law in 2024. For example, two wheeled electric motorcycles with electric motor capacities ranging from 4kW to 14kW can continue to use the old A1 or A3 driver's license.

2、 Environmental Protection and Subsidy Policies

  • The Vietnamese government has introduced a series of subsidy policies to encourage the popularization of electric vehicles. For example, the policy draft released by the Hanoi Construction Bureau proposes that citizens who replace gasoline motorcycles with electric vehicles worth over 15 million Vietnamese dong (approximately 4500 yuan) can receive a maximum financial subsidy of 3 million Vietnamese dong (approximately 900 yuan). For quasi poor and impoverished families, the subsidy standards are higher.
  • In addition, the Vietnamese government has extended the exemption policy for the first registration fee of electric vehicles until February 28, 2027, and implemented preferential policies for the purchase tax of electric vehicles.

3、 Anti motorcycle policy

  • Hanoi, Vietnam announced that from July 1, 2026, the first ring area of the city center will completely ban the use of fuel powered motorcycles; Further expand to the Second Ring Road area in 2028 and control gasoline vehicles; By 2030, cover the entire area of the Third Ring Road. This policy has created vast development space for the electric vehicle market.

4、 Import and Sales Regulations

  • Vietnam may have certain technical standards and certification requirements for imported electric vehicles and their components. For example, imported electric vehicles may need to comply with relevant safety and environmental standards in Vietnam and obtain necessary certifications.
  • In the sales process, Vietnam may require sellers to provide certificates of conformity, warranty certificates, and other documents for electric vehicles, and prohibit the sale of illegally modified or non compliant electric vehicles.

5、 Infrastructure construction

  • The Vietnamese government is actively promoting the construction of infrastructure such as charging stations to support the popularization of electric vehicles. For example, Hanoi plans to propose charging station requirements for existing buildings and new construction projects based on the ban on motorcycles, and provide government budget support and bank loan interest subsidies.
