Laws and regulations related to electric bicycles in Thailand

The relevant laws and regulations in Thailand regarding electric bicycles are as follows:
- Label control regulations:
- On March 19, 2025, the Thai Labeling Commission released a draft notice regarding the inclusion of motorcycles, electric motorcycles, and electric bicycles as products subject to label control, requiring all three types of vehicles to be subject to label control.
- The label content must be truthful and not misleading to consumers, and must be displayed in Thai or Thai with a foreign language to help consumers understand the meaning of images, designs, etc. However, product labels that are exported and not sold in Thailand are not subject to this regulation.
- The specific content of the label is required to cover multiple aspects of information, including the product category or type name, the name or trademark registered by the manufacturer or importer in Thailand, the country of origin (for imported goods), the manufacturer or importer's address, product size, weight (including batteries), load capacity, detailed information (brand, model, etc.), warranty period and conditions, transmission and drive system, fuel type, engine specifications and other technical parameters, instructions for use, usage or storage suggestions, precautions, warnings (emphasizing the risks of not wearing helmets and children riding), production date, price (Thai baht and other currencies).
- Electric motorcycles and electric bicycles also need to be labeled with additional information such as motor power, battery type, capacity, charging time and method, single charging distance, and energy consumption rate.
The label text should be clear, visible, and easy to read. The font size is related to the label area, and generally the character height should not be less than 2mm. If the label area is less than 35cm ², the character height should not be less than 1.5mm. If the label cannot be fully displayed in the same place, it can be scattered in product, packaging, user documentation, etc., but it must ensure that consumers can clearly view it. This announcement will take effect 120 days after its publication in the Royal Gazette.
- Driver's license and registration status:
- In the past, electric bicycles needed to be registered at the Motorcycle Registration Office of the Land Transport Department of the Ministry of Transport before being put on the road, but now electric bicycles are no longer registered with a license plate. Due to the lack of relevant laws in Thailand to regulate whether electric bicycles can be licensed on the road, there is no organization that can issue licenses, resulting in electric bicycles being almost invisible on the roads in Thailand.
- In actual law enforcement, the criteria for police to determine whether a driver's license is required are: bicycles that can be ridden and look like bicycles do not require a driver's license; Vehicles that cannot be stepped on and look like motorcycles require a driver's license. Vehicles with a maximum speed of less than 25 kilometers per hour theoretically do not require a driver's license, but police will not visually measure the speed, and some electric motorcycles that look like bicycles may also be fined if caught speeding by the police.
- Policy support:
- The Thai government has announced a series of financial and tax incentives to support the development of electric vehicles starting from January 2024. Individual consumers who purchase electric vehicles between 2024 and 2027 will receive a car purchase subsidy, with eligible electric motorcycles receiving a subsidy of 5000 to 10000 Thai baht per vehicle.
- The Thai government provides car purchase subsidies to reduce the cost of consumers purchasing electric motorcycles and bicycles. Electric motorcycles priced no more than 150000 Thai baht can enjoy a direct subsidy of 18000 Thai baht.
- For locally manufactured electric vehicles, the consumption tax has been reduced from 8% to 2%, and import tariffs can be reduced by up to 40%.
