The relevant laws and regulations in Russia regarding electric bicycles are mainly reflected in the national standard GOST R 71894-2024 "Technical Requirements and Testing Methods for Electric Low Speed Two Wheelers", which officially came into effect on March 1, 2025, and for the first time clarified the technical requirements and testing methods for electric bicycles. The following are the main contents of the standard:

  1. Speed limit: Electric bicycles using electric motors must not exceed a maximum speed of 25 kilometers per hour.

  2. Braking system: Equipped with at least two independently controlled braking systems, one acting on the front wheels and one acting on the rear wheels.

  3. Speed limit and positioning device: It is mandatory to equip automatic speed limit devices and can use global satellite navigation systems for positioning.

  4. Other requirements:

    • The standard also puts forward relevant requirements for electromagnetic compatibility, road identifiability, tamper proof measures, structural integrity, and identification of electric bicycles.
    • The procedure and conditions for inspecting electrical circuits at a temperature of 20 ± 5 ℃ are specified.
  5. Classification criteria: This standard introduces classification criteria that help to clearly distinguish between electric bicycles and light motorcycles. For example, unlike electric bicycles, light motorcycles can have higher driving speeds, but they also need to meet other conditions while driving. Their technical regulations are implemented in accordance with the existing requirements of the Customs Union Technical Regulations on the Safety of Wheeled Vehicles (TR CU 018/2011).
