As of July 2025, Belarus has yet to enact specific legislation pertaining to electric bicycles; however, relevant regulations in neighboring Russia and general international trends can serve as points of reference.

The GOST R 71894-2024 "Technical Requirements and Testing Methods for Electric Low-Speed Two-Wheelers," which took effect in Russia on March 1, 2025, delineates the technical specifications for electric bicycles for the first time. These include a maximum speed limit of 25 kilometers per hour, the inclusion of at least two independently controlled braking systems, mandatory installation of automatic speed limiters, and global navigation satellite system positioning capabilities. The standard further incorporates requirements for electromagnetic compatibility, road visibility, tamper-resistant measures, structural integrity, and identification, while clarifying the classification criteria between electric bicycles and mopeds.

Belarus and Russia share certain similarities in traffic regulations and both confront challenges in the safe management of electric bicycles. Although Belarus has not formulated dedicated regulations as of yet, the management of electric bicycles may draw upon relevant provisions for ordinary bicycles or light vehicles, with potential regional variations. As electric bicycles gain popularity in Belarus, the government may introduce more detailed regulations to govern their use, encompassing technical standards, safety requirements, traffic regulations, registration, and licensing.
